Secretary of State Marco Rubio made a bold statement regarding this action, asserting that those affected by the visa bans—including former European Commissioner Thierry Breton—have orchestrated "organized efforts to coerce American platforms into censoring, demonetizing, and suppressing viewpoints they disagree with."
Rubio further characterized these individuals as "radical activists" and part of "weaponized NGOs," claiming they have propelled censorship efforts backed by foreign governments, specifically targeting American voices and businesses in the process.
This recent announcement follows a pattern observed over the past few months, wherein officials from the Trump administration have instructed U.S. diplomats to foster resistance against the European Union's groundbreaking Digital Services Act (DSA). This legislation aims to tackle hate speech and the spread of misinformation; however, critics in Washington argue that it infringes on free expression and imposes undue burdens on American tech firms.
On Tuesday night, Breton took to social media to question the motives behind this decision, asking, "Is McCarthy’s witch hunt back?" This inquiry highlights the contentious nature of these visa bans, which are part of a broader campaign by the Trump administration to counter foreign influence on online discourse. Rather than relying on conventional platform regulations or sanctions, this initiative utilizes immigration law to address perceived threats.
While Rubio did not explicitly name the individuals affected, Under Secretary for Public Diplomacy Sarah Rogers provided details on social media, labeling them as instigators of censorship against American speech. The five individuals specifically identified include: Imran Ahmed, CEO of the Centre for Countering Digital Hate; Josephine Ballon and Anna-Lena von Hodenberg, leaders of the German organization HateAid; Clare Melford, director of the Global Disinformation Index; and the previously mentioned Thierry Breton.
These visa restrictions come in the wake of the Trump administration's recently released National Security Strategy, which claims that European leaders are curtailing free speech and stifling dissent against immigration policies that supposedly threaten Europe with "civilizational erasure."
Rogers notably referred to Breton, who served as the European Commissioner for the Internal Market from 2019 to 2024, as a "mastermind" behind the DSA. In a video released in 2024, Melford explained her motivation for co-founding the Global Disinformation Index, stating that she aimed to disrupt the business model supporting harmful online content. This initiative reviews online news outlets to help advertisers decide whether to fund divisive or polarizing content or to support higher-quality journalism instead.
In response to the U.S. government's actions, a spokesperson for the Global Disinformation Index condemned the visa bans as "immoral, unlawful, and un-American," characterizing them as an authoritarian strike against free speech and a blatant instance of government censorship.
It's noteworthy that most Europeans benefit from the Visa Waiver Program, allowing them to enter the U.S. without needing visas. However, they must fill out an online application managed by the Department of Homeland Security (DHS) before arriving. A U.S. official, who chose to remain anonymous while discussing sensitive details, indicated that it is possible some of the individuals affected by this decision have been flagged by DHS.
